Position Title: Program Implementation Specialist
Location: Fully onsite role serving Mecklenburg County, North Carolina
Position End Date: 09/29/2026
Salary: $70,000 plus benefits

Overview:
The CDC Foundation is working with CDC and state and local agencies to add staff who will support surveillance, prevention, and response activities under the Overdose Data to Action (OD2A) program. The Foundation is seeking a Program/Project Implementation Specialist to work closely with jurisdiction staff to create, carry out, and refine systems and processes that ensure strong and consistent project management.

Minimum Qualifications:
• Bachelor’s degree required; master’s degree preferred
• Three to five years of experience in project management, report preparation, or public health administration
• Professional experience or demonstrated knowledge of overdose prevention, substance use disorder treatment, harm reduction, recovery, and/or drug policy
• Proficiency in program design, implementation, analysis, and evaluation
• Highly motivated with strong organizational abilities and attention to detail
• Able to anticipate challenges and resolve problems independently
• Capable of managing and prioritizing multiple elements of project planning and execution
• Able to work effectively with technical experts, administrators, external partners, and the public
• Strong time management skills with the ability to multitask and prioritize
• Excellent written, verbal, and interpersonal communication skills
• Strong cultural competency and ability to collaborate effectively in diverse environments
• Demonstrated ability to work independently and as part of a team
• Experience collaborating virtually with remote teams and partners
• Proficiency with Microsoft Excel, Word, PowerPoint, Teams, and Zoom

Responsibilities:
• Works with staff to develop and enhance systems and processes that promote consistent, high-quality project management
• Builds and maintains relationships with subject matter experts, partners, and stakeholders to support effective program execution
• Serves as a liaison between internal and external stakeholders
• Manages key areas including project development, budgeting, and evaluation of outcomes and performance
• Establishes project goals, objectives, policies, strategic plans, guidelines, governance structures, standards, and priorities
• Assists with resource mobilization in collaboration with internal and external partners
• Supports the preparation, negotiation, and oversight of project-related contracts and agreements
• Acts as the primary contact when team members are unavailable
• Contributes to sustaining long-term overdose prevention efforts

Special Notes:
This position supports a dynamic public health initiative. Responsibilities may be adjusted as program needs evolve, with written approval from both the CDC Foundation and Mecklenburg County Public Health to best meet the county’s public health priorities.
