Avalere’s policy practice is seeking a Principal with a focus primarily on Inflation Reduction Act Analytics. We are seeking a policy professional who loves to generate creative solutions to complex problems, thrives in a fast-paced environment, and is energized by working collaboratively with highly motivated and knowledgeable colleagues.
The policy practice focuses on a range of issues including ongoing federal and state discussion around drug pricing policy, including the negotiation program under the Inflation Reduction Act; Medicare Advantage; Medicare Parts B & D policy and payment; evolving benefit designs and coverage in public and private payers; Medicaid; and other state health policies. We rely on deep subject matter expertise and understanding of the business issues facing our clients to assess how this changing policy landscape impacts the pharmaceutical industry, managed care plans, providers, pharmacies, PBMs, and consumers. We provide analytic support and advisory services, including legislative strategy, regulatory analysis, and quantitative modeling of proposed and enacted policies to a wide range of clients across the healthcare industry.
Serve as a subject-matter expert on the Inflation Reduction Act, Medicare drug price negotiation, and related drug pricing reforms, translating complex policy into clear, actionable business strategy for life science clients.
Develop and lead analytics-driven products tools and services, including:
Forecasts identifying which drugs are likely to be selected for Medicare price negotiation
Starting point calculations and strategic frameworks to inform manufacturers’ initial negotiation offers
Scenario modeling of IRA policy impacts on revenue, pricing strategy, and portfolio decisions
Advise life science clients on how IRA implementation and related drug pricing policies affect pipeline decisions, launch strategies, contracting, and long-term business planning.
Lead complex client engagements from scoping through delivery, assembling cross-functional teams and managing execution with minimal oversight.
Build and refine proprietary analytic tools and methodologies that differentiate the practice and deliver repeatable, scalable insights to clients.
Translate quantitative findings into compelling narratives and strategic recommendations for executive and board-level audiences.
Contribute to business development, including identifying new client opportunities, developing proposals, and expanding existing client relationships.
Supervise, mentor, and develop staff, fostering analytical rigor and policy expertise across the team.
Produce thought leadership — including white papers, public commentary, and conference presentations — that elevates the practice’s profile and demonstrates expertise in IRA and drug pricing analytics
Education Requirements
A degree in health policy, public policy, healthcare management, public health, public administration, economics, business administration, or a relevant discipline.
Skill Requirements
Significant experience quantitatively analyzing policy proposals, legislation, and/or regulation and conveying findings to clients and the public.
Sophisticated understanding of how policy changes and proposals at the federal and state level will impact key business metrics (e.g., revenue/payment, covered lives, price of products, etc.) across the healthcare stakeholders, including drug manufacturers, health plans, and physician practices.
Experience overseeing and supervising work of staff members.
Proven situational leadership skills and the ability to motivate and generate enthusiasm with individuals across all levels of the organization.

Experience Requirements
10 + years of relevant work experience, which could include employment by a biotech or health insurance company, relevant trade group, advocacy organization, Capitol Hill, the executive branch, or a professional advisory services firm.
Prior experience working with Medicare claims and conducting quantitative analysis
Deep knowledge of Medicare Part D, Medicare Part B and the landscape of physician-administered drugs, economics of provider payment for physician-administered drugs, the 340B Program, Inflation Reduction Act, and other key drug pricing reform policies
Deep understanding of and/or experience in oncology is a plus
Prior project management experience.
Solid communication skills (written and verbal), including the ability to concisely explain complicated concepts to executives within and outside of the firm.
