Binance Australia is hiring a Controls Testing & QA Specialist to independently design and carry out a periodic controls testing program across AML/CTF compliance workflows, with a strong focus on AUSTRAC requirements and regulatory expectations. The role involves assessing control design and operational effectiveness, producing clear management information (MI) and governance reporting, and driving timely remediation with key stakeholders, while maintaining appropriate independence from day-to-day operational processing.
**Responsibilities:**
– Design and execute a periodic controls testing plan (monthly/quarterly/annual) aligned to Binance Australia’s AML/CTF Program, SOPs, control library, and risk priorities.
– Maintain and improve the controls testing methodology, including scope, sampling approach, evidence standards, pass/fail criteria, exception rating, and documentation requirements.
– Perform frequent controls testing using defined test scripts, and create or enhance scripts when gaps are identified.
– Assess control design and operating effectiveness, document test results, and clearly describe exceptions, root causes, and associated risk impact.
– Conduct thematic reviews and testing for emerging risks (e.g., new products, typologies, policy changes, and updates to AUSTRAC guidance).
– Perform QA and controls testing across core AML/CTF workflows, including onboarding/KYC (CDD/EDD), ongoing customer due diligence, PEP/sanctions screening, transaction monitoring and investigations/case management, and record-keeping.
– Perform QA over regulatory reporting controls and workflow effectiveness, including SMR quality and timeliness, and where applicable TTR and IFTI completeness, accuracy, and submission timelines, including escalation and decisioning controls.
– Develop periodic QA/controls testing MI dashboards and presentations covering trends, recurring issues, remediation progress, and control health indicators.
– Communicate testing outcomes, recommendations, and control improvement opportunities to Compliance, Operations, Product, and other stakeholders.
– Maintain an issues and remediation tracker, verify closure evidence, and re-test to confirm remediation effectiveness.
– Support audit and regulatory readiness by maintaining well-organized evidence packs and responding to information requests.
– Partner with process owners to improve control design, operational execution, and system configuration.
– Provide input to the function lead on improving the testing plan, scripts, MI reporting, and exception management approach.
– Promote consistent, well-documented, and repeatable control execution practices.
**Requirements:**
– 3–5+ years of experience in AML/CTF compliance, QA, controls testing/monitoring, assurance, or internal audit within financial services, payments, fintech, or digital assets.
– Strongly desirable: practical experience with **AUSTRAC-focused AML/CTF obligations**, including exposure to AML/CTF Programs and regulatory expectations.
– Proven ability to conduct controls testing across **CDD/EDD**, screening, transaction monitoring/investigations, and **SMR reporting QA** (as applicable).
– Strong understanding of control testing principles, including **design vs. operating effectiveness**, sampling, evidence standards, exception grading, root-cause analysis, and remediation validation.
– Strong analytical skills and attention to detail, with the ability to translate findings into clear, actionable recommendations.
– Excellent written and verbal communication skills, with the ability to influence stakeholders and deliver governance-ready reporting.
– Advanced proficiency in Excel/Google Sheets and PowerPoint/Slides, and comfort working with compliance tools and case management systems.
– Highly desirable: experience in digital asset/crypto exchange compliance and familiarity with relevant typologies (fraud, mule activity, layering, chain-hopping, sanctions evasion).
– Preferred: familiarity with transaction monitoring and screening tools, KYC vendor solutions, and workflow/case management platforms.
– Certifications such as CAMS, ICA, CA AML/CTF, or equivalent qualifications would be an advantage.
